EMCQ provides with a pan European model for occupational standards.28 different functions have been identified and described.
A process based model has been proposed to help EMCQ partners to identify the competencies obtained through a qualification and to reduce the gap, which has been identified by European Authorities at the very start of the Lisbon strategy:
« The unfamiliarity of the different national systems leaves the prospective employer at loss when it comes to evaluating the applicant’s actual level of skills » (White paper on education and training pages 7-8 (1995)).
